Highlight rows based only on field + value can be tricky when you have multiple teams using different listviews with conflicting rules and eventually you can have the same field api name with same values in different objects. Status or Type, for example.
Since the LWC is placed in the utility bar, you could capture, so the custom metadata can be more precise with object + listview + field + field value.
