Steps to Reproduce

Navigate to the "Scope Effort Size" navigation item.


Fill in scopes.


Create a new timeline from the navigation menu.


Notice that sometimes the resource, cost, and travel & expense timeline is loaded as read-only

Workaround

Refresh the whole page from the URL and navigate to the timeline again.
